Creating and Maintaining a TexasLawHelp.org Proxy Website for Spanish and Vietnamese Languages



Introduction

You are invited to submit a proposal to create and maintain a proxy website for TexasLawHelp.org that includes the following languages: Spanish and Vietnamese. TexasLawHelp.org is managed by Texas Legal Service Center (TLSC), a 501(c)(3) organization.


Who We Are

Founded in 1977, Texas Legal Services Center is a nonprofit organization that provides legal advice, advocacy, representation, and education to underserved people across the state. With more than a dozen practice areas, our work touches almost every aspect of civil law that impacts low-income Texans.

Scope of Services

The scope of services proposed must include the following:

  • The creation of a proxy website that mirrors all English content on TexasLawHelp.org in the following languages: Spanish and Vietnamese. This project excludes the translation of forms listed here: https://texaslawhelp.org/legal-forms-professionals-only. All other English content on the site must be included in this proposal.

  • Ongoing automatic detection of changes in English content on TexasLawHelp.org.

  • Human translation of all detected changes, to be reflected on the Spanish and Vietnamese mirror sites within an agreed-upon timeframe (e.g. within 5 business days of the date the English content was updated).

  • A translation bank that allows previously translated content to be reused throughout the site, thus limiting ongoing translation costs.

  • A Style Guide and/or Glossary that clearly defines translation standards (to be created in conjunction with TLSC staff).

  • Ongoing hosting, translations, and technical support.

Due Date and Method for Submission The deadline for the proposal is Friday, July 15, 2022 at 5:00pm CST and can be submitted electronically to ahill@tlsc.org. Amanda Hill, Development Director, will conduct all follow-up correspondence.

Confidentiality

The proposing firm agrees to keep the information provided herein and related to all future agreements in strict confidence. Other than the reports submitted to the organization, the proposing firm agrees not publish, reproduce or otherwise divulge such information in whole or part, in any manner or form or authorize or permit others to do so, taking such reasonable measures as are necessary to restrict access to the information.

Proposal Requirements

In addition to standard product information, please include answers to the following questions in your proposal:


1. Does your business fall into any of the following categories: small business, minority owned business, or women’s business enterprise?


2. Do you plan to subcontract any of the work involved in this project? If so, are you willing to take affirmative steps to ensure small and minority businesses and women’s business enterprises will be solicited for those subcontracts?


3. Please provide the name, title, and contact information of the person who will be responsible for leading this project.


4. Please describe TLSC’s responsibilities for successful project completion.


5. Describe the Scope of Work in its entirety.


6. How long will it take to complete the project? Please describe the timeline in detail.


7. Describe the qualifications and prerequisites for all translators. 


8. Describe your internal review process for all translations provided. (For example, ‘Article A’ is translated – will there be a secondary internal review before it is published?  If so, by whom?  Please describe in detail.) 


9. Describe the elements that will be included in the Style Guide/Glossary.


10. How will you support our SEO efforts?


11. How does the technology accurately parse through complex areas of the site to ensure all the content is accounted for?


12. What process is in place to account for any content that the website crawler doesn’t capture?


13. Is our TLSC team able to log in and perform our own manual translations on the mirror site if we so choose?


14. Is our staff allowed backend access to translations and translation data?


15. Once the site is live, how frequently will your company crawl and update translations?

16. What would happen if TLSC chooses to change platforms?


17. Does TLSC own the Style Guide, Glossary, and translations? If so, in what format would we receive the exported content, if requested?


18. What support do you provide for creating the Global Sitemap for our translated website? Is this included, or is there an additional charge?


19. How are different file types (PDFs, images, JavaScript) handled?


20. Is there a minimum number of words required before a translation update can begin?


21. If our internal team has feedback, what is the process to provide it and implement changes?


22. How are translators assigned to us?  How often do the translators turn over/change?

23. Does the price per word include Style Guide/Glossary creation and editing or only translation?

Include any associated annual fees, and price per translated word in both Spanish and Vietnamese. Please provide a word count and list of URLs, but base your estimate on a word count of 1,000,000.

Evaluation Criteria

Each proposal will be qualitatively evaluated on criteria including: the scope of offerings, experience level and qualifications of staff, price, and extent to which proposal shows an understanding of the work to be performed.

Notification of Award

Texas Legal Service Center’s Review Committee will make a recommendation to the Executive Director by the end of July. Amanda Hill will notify all respondents of the selected firm once the final decision has been made.
